If your Pokemon's current EXP = Your Pokemon's current Level it levels up.
EXP: Though not all Pokemon have their own EXP till they level up. (Haven't quite figured that out yet.) The levels of wild Pokemon will now affect how much EXP your pokemon gains. The level of the wild Pokemon halved equals to EXP you will gain! (Rounded down if it is an odd number.)

So... if my Vulpix is lv.1 and I post 2 times, would she be level 2?

No, I think if you post once it will level up. But I think your starter starts at level 5 so you need to post 5 times for it to level up.
